In 2000, during the Panemstan Civil War, a U.S. military helicopter was shot down, and the soldiers were attacked. The Mad Dogs squad disobeyed orders to rescue them. Six years later, in 2006, Claire, working in Panemstan, discovers evidence of a B.O.W. attack on survivors. Soon after, the White House is hacked and experiences a zombie outbreak. Evidence points to China, so DSO agent Leon, Shen Mei, and Jason, a war hero from Panemstan and former leader of the Mad Dogs, embark on a secret submarine mission. Before leaving, Leon meets Claire, who reveals her findings from Panemstan.
