Claire tracks down the last surviving member of the Mad Dogs unit besides Jason, only to discover he has committed suicide. A flashback reveals the Mad Dogs were infected during a mission in Penamstan. Leon follows Shen Mei to her grandfather's house. After forcing entry, her family reveals that Shen Mei's brother, Junxi, was the soldier the Mad Dogs rescued, but he was infected and turned into a zombie upon returning to base. Shen Mei's grandfather smuggled Junxi home, and Wilson blackmailed the Mad Dogs with viral suppressants, forcing them to be his personal army for covert operations. Shen Mei offers to cooperate with Leon, using data from a recording chip inside Junxi's body to expose Wilson's crimes, but the Shen family mansion is attacked. Junxi and her grandfather are killed. Leon and Shen Mei take the evidence back to the US to expose Wilson. Meanwhile, Claire is kidnapped by Wilson's men at a hotel during her investigation.
