Leon, Jason, and Shen May travel by submarine towards China as Claire investigates the Mad Dogs unit and the events surrounding them. During a civil war, the Mad Dogs found survivors in Panemstan, but only managed to rescue infected remains. On the submarine, rat-like bio-weapons attack and infect the crew. Leon, Jason, and Shen May escape in a lifeboat just before the submarine self-destructs. Back at the White House, Defense Secretary Wilson blames the incident on the Chinese fleet. Leon's group arrives at a safe house in Shanghai, where Leon discovers Jason and Shen May's secret collaboration to gather evidence that Wilson deployed bioweapons in Panemstan, leading to the Mad Dogs' infection. Leon refuses to join them, and in the ensuing chaos, Jason is seemingly killed, while Shen May escapes.
